AGG Expands D.C. Presence With Top DOJ, ITC, and FTC Talent to Strengthen Regulatory, Litigation, and IP Practices

Washington, D.C., December 5, 2024 – Arnall Golden Gregory LLP (AGG) is proud to announce that Gabriel H. Scannapieco, a seasoned U.S. Department of Justice (DOJ) leader, has joined the firm’s Litigation & Dispute Resolution practice in Washington, D.C. Gabe strengthens AGG’s growing roster of attorneys with high-level government experience, joining Andrew K. Beverina, who came to the firm last month from the U.S. International Trade Commission (ITC), and Richard L. Cleland, a former senior leader at the Federal Trade Commission (FTC) who joined the firm in 2023. Together, this team positions AGG as a trusted advisor for clients navigating the intersection of regulatory enforcement, litigation, and intellectual property challenges.

These new additions come as AGG continues to expand its presence in Washington, D.C. The firm recently added 10,000 square feet to its office at 2100 Pennsylvania Avenue, marking a 35% increase in space to accommodate its growing team and meet increasing client demand.

Gabe Scannapieco joins AGG as a partner after a distinguished tenure at the DOJ, where he served as assistant director and senior trial attorney in the Consumer Protection Branch. With expertise in high-stakes healthcare, consumer protection, and business litigation, Gabe led groundbreaking investigations into pharmaceutical companies, including those resulting in the largest criminal penalties for violations of the Food, Drug, and Cosmetic Act and Anti-Kickback Statute. He also co-developed the Branch’s opioid manufacturer enforcement initiative. Gabe’s comprehensive experience at the intersection of regulatory enforcement and litigation provides AGG’s clients with unparalleled insight into navigating complex regulatory challenges and litigation risks.

“Gabe’s deep regulatory knowledge and trial experience make him an invaluable asset to our team and our clients, particularly as they face increased government oversight and enforcement activity,” said Michael E. Burke, AGG Corporate partner and administrative partner of the D.C. office. “His arrival underscores our commitment to bringing top-tier talent with significant government experience to AGG.”

Gabe earned his J.D. from Harvard Law School in 2005, where he was a senior editor for the Harvard Environmental Law Review. He holds a B.A. with high distinction from the University of Michigan, Ann Arbor, where he was a Phi Beta Kappa member, James B. Angell Scholar, and a member of the university’s debate team.

“Gabe, Andrew, and Rich represent a powerhouse team for our clients, combining unparalleled government experience and industry knowledge,” said Kevin M. Bell, co-chair of AGG’s Intellectual Property practice and Dietary Supplements industry team. “Their collective expertise provides clients with sophisticated strategies for addressing complex regulatory, litigation, and intellectual property challenges.”

Andrew Beverina, of counsel in AGG’s Litigation and Intellectual Property practices, brings 25 years of experience in IP litigation. He spent nearly a decade in the Office of Unfair Import Investigations (OUII) representing the public interest in U.S. International Trade Commission (ITC) Section 337 investigations concerning unfair import practices. As a senior investigative attorney at the ITC, Andrew managed investigations involving intellectual property disputes related to patents, trademarks, and trade secrets. His work involved collaborating with other offices in the ITC and other governmental agencies, giving him deep insights into international trade laws, the regulation of unfair competition, and intellectual property enforcement. Andrew has handled high-profile cases at the ITC in various technology and consumer goods sectors, and in private practice, his strategic counsel led to favorable outcomes for clients in complex and often high-stakes disputes. Andrew earned his J.D. from George Mason University School of Law. He holds a B.A. in political science from Virginia Polytechnic Institute & State University.

Richard L. Cleland is of counsel in the firm’s Litigation and Intellectual Property practices and has an extensive background in consumer protection law, having served as an attorney and senior official with the FTC. Rich is widely recognized for his expertise in advertising law, including unfair and deceptive marketing practices, particularly in the health and wellness sector. At the FTC, he was instrumental in enforcing laws under the Federal Trade Commission Act (FTC Act), as well as the Dietary Supplement Health and Education Act and other consumer protection regulations. His broad experience includes overseeing the investigation and resolution of complex matters involving fraud, and unfair trade practices, including the marketing of dietary supplements and pharmaceuticals. Rich has built a reputation as a fierce advocate for consumer rights, advising clients on compliance strategies and defending against regulatory enforcement actions.
