Biography
Carter, the firm’s Director of Government Relations and Communications, brings clients comprehensive federal and state government relations and communications services. He has over 25 years of consulting and federal government service, including more than eight years in the U.S. Senate, nine years in the U.S. House of Representatives, and nearly five years at the U.S. Department of Housing and Urban Development (“HUD”). He has held senior leadership roles, including chief of staff to U.S. Senator John Warner and general deputy assistant secretary for congressional and intergovernmental relations for two HUD secretaries.
Carter has served with leaders in the U.S. Congress and two administrations and worked with business, public sector, and nonprofit policy leaders. His leadership on policy and strategy initiatives has enabled him to build effective communications and government relations strategies and plans for clients of all sizes and in a broad range of industries.
Working with the firm’s attorneys from numerous practices, including housing, healthcare, privacy, corporate, litigation, transportation, and infrastructure, Carter draws on his unique government experience, broad-based relationships, and a deep understanding of the policy and regulatory process. He brings creative insights to clients that help them confirm or identify important opportunities and address their specific challenges which, on occasion, will require the attention of federal or state government officials. Carter has unique experience in crisis communications and response (planning and strategy) particularly in natural disasters and white-collar crime. Most recently, he has worked with affordable housing officials — at all levels of government — stakeholders, and constituent groups to secure important protections in appropriations law benefiting residents, and PHAs and property owners. Whether the objective is to help preserve the affordable housing supply or bring federal disaster assistance and recovery funds to a region in need, Carter consistently works closely with key lawmakers in Congress — and their senior staff — to produce effective results.

Experience
- Working closely with AGG’s Affordable Housing team leaders, advises multiple public housing agencies (nonprofits) on federal appropriations strategies. The work is reflected in current fiscal year appropriations law and is ongoing, with major initiatives underway in the current fiscal year process.
- Working closely with AGG’s Affordable Housing team leaders, advises multiple public housing authorities with specific interests connected to Utility Allowances and federal policy in this area. This ongoing work includes both appropriations and authorizing lawmakers and senior staff (in both the U.S. House and U.S. Senate).
- Developed and executed a successful government relations strategy to work with the White House office of the U.S. Trade Representative (“USTR”) to grant waivers for a major Georgia business that was at risk of closing down as a result of extensive trade and tariff disputes with a major U.S. trade partner.
- Advised a major producer of smartphones. The company had significant challenges that drew attention of the Consumer Product Safety Commission, the Environmental Protection Agency, and the U.S. Department of Transportation, to name a few. Carter worked with the client to upgrade and develop an independent assessment of their standing crisis communications strategy. The client adopted multiple recommendations and built a new strategy drawn from those recommendations. The client’s new strategy continues to guide their successful efforts to improve and restore their relationships with federal regulators (and standing).
- Advised and consulted for a Fortune 100 energy company on a government relations strategy to earn federal approval for a pipeline project that covered 600 miles in five states. The project required multiple permits and approvals from numerous agencies and departments across the federal government, including the U.S. Army Corps of Engineers, the Fish and Wildlife Service, and EPA, among others.
